SEES OFFICERS
Tom Cave Tom Cave is President of SEES.   Tom is a consulting engineer in private
practice.  His specialty is energy efficiency and demand response programs.   Tom is a
registered professional engineer (PE) in Georgia & South Carolina, a Certified Energy
Manager (CEM) and a Key Public Power Account Executive (KPPAE).  His career
background has included:  Santee Cooper, Atlanta Gas Light Company, Honeywell, Inc.,
Georgia Tech, Oglethorpe Power Corporation and the State of Georgia.  Tom is a past
President of the Atlanta chapter of the Association of Energy Engineers and former Vice
President of the Atlanta chapter of the GSPE.  
Peter Floyd is Treasurer and a Board Member of SEES and an attorney practicing with
Alston & Bird, LLP. Peter Floyd concentrates his practice in energy finance for public gas,
power and other utilities in areas including authority representation and related
corporate, tax and securities matters involving taxable and tax-exempt financings for
facilities and commodities. Mr. Floyd represents public and private clients respecting
energy regulation, energy-related transactions, economic incentives, interest rate and
commodity swaps and hedges and corporate governance. He is also a member of the
firm’s economic development and corporate trust teams, works extensively with Public
Gas Partners, Inc., the Municipal Electric Authority of Georgia, the Municipal Gas
Authority of Georgia and Main Street Natural Gas, Inc. and is general counsel for Electric
Cities of Georgia, Inc.

Bill Bulpitt is joined the Strategic Energy Initiative at Georgia Tech in 2004.  Prior to
2004, Bill  worked with RMT, Inc., where his work centered on power plant due diligence
performed for prospective buyers interested in the restructuring of the independent
power industry and in solving environmental problems for industrial plants in general.  
Before joining RMT, Bill had 27 years of work experience in dealing with complex
engineering systems both in the research field and in practical applications for the
energy and power industries.  He served as Director of Environmental Affairs for a major
independent power producer for over 6 years, dealing with projects and environmental
issues both domestically and in many countries overseas.
Norris Garmon is an SEES board member and a consulting engineer in the energy industry.
Norris is a Georgia Professional Engineer (PE) and has an MBA. He is an engineering and
management professional with a long career in energy services, construction and project
management, and power generation.  He is also experienced in performance contracting,
personnel management, contract administration, labor management, negotiation, facility
and equipment operation and maintenance, and customer service.  His past employers
include Honeywell International, Southern Company Energy Solutions, Enron Energy
Services, General Electric Company, Oglethorpe Power Corporation, and Georgia Tech
Research Institute.
Gary Garrett works as a Senior Technical Analyst for the Southern States Energy Board in
Norcross and is involved in energy and environmental policy issues, particularly in the
Southeast states.  Prior to beginning at the SSEB in 2002, he held positions related to
generation and resource planning at Oglethorpe Power for two years, after 27 years with
the Tennessee Valley Authority.  He is currently active with several organizations
including the city of Decatur Waste Management Advisory Board, DeKalb County Recycling
Task Force, Energy Efficiency Task Force at his church, Trees Atlanta, the Oakhurst
Community Garden, and United Way of Atlanta.  Education includes a recent Master’s
degree in Urban Policy Studies from Georgia State University, in addition to Master’s and
Bachelor’s degrees in Electrical Engineering from the University of Texas at Arlington.
Jane Hill is a member of the SEES board of directors.  With degrees in engineering and
business administration, she is a consulting engineer in private practice.  Her specialties
are the technical and economic analysis of distributed generation.  She is a Professional
Engineer in Georgia and South Carolina, a Certified Energy Manager, and a Certified
Cogeneration Professional.   In addition to her work with SEES, she has served on the
board of the South Carolina chapter of the U. S. Green Building Council and was
co-chairman of USGBC-SC's Education Committee.
Doug Moore is an independent contractor and consultant working with Electric Cities of
Georgia, a non-profit joint action agency providing technical assistance to the municipal
power systems in Georgia.  Doug is a registered professional engineer in Georgia, and has
provided assistance in energy efficiency and conservation to business and industry in
Georgia for over 30 years, through his 15-yr career at MEAG Power and as a former
research engineer for the Georgia Tech Economic Development Institute.
Gil Waldman is Project Director for Mirant Corporation.  His primary responsibility is the
development of merchant power plants.  Gil has previously been Vice President of Power
Projects for Southern Energy, Inc., and was also with US Generating Co. and with Trigen
Energy Corporation developing industrial cogeneration projects. Earlier in his 30-year
career he was a boiler service engineer for Combustion Engineering Inc and a National
Sales Manager for Pyropower Corporation’s line of circulating fluidized bed boilers.
